
The belief that all students can succeed is the foundation for education in Ontario.
Ensuring "Learning For All" students is a challenging yet rewarding role for educators
in today's schools. Administrators need to have more in-depth understanding in the
field of special education in order to provide equity of access to opportunity and
achievement. This course parallels Ontario's Leadership Framework, encompassing
current research and professional knowledge about effective leadership in both
elementary and secondary schools.
The Ministry of Education Expert Panel Report: Education For All K-6 (2005) has taken
an inclusive, non-categorical, rather than exceptionality based approach to address
programming for students with special education needs. This additional qualification
course will offer opportunities for administrators to examine their role and reflect on
their professional practice as they transform the practice of their staff from a program-
based pedogogy to a student-based pedagogy.
The OPC Special Education for Administrators program is based on the Ontario College
of Teachers' guidelines. The course components will include learning outcomes in the
following areas:
- Theoretical Foundations of Special Education
- Instructional Leadership
- Setting Directions
- School Culture - Building relationships and developing people
- Assessment and Evaluation - Securing accountability
- Developing the Organization - Shared support for learners
